Rees was arrested at his home in North Yorkshire. He appeared in court last week and will be sentenced later this month. Police want to hear from anyone affected by his actions.
The incidents happened in Gateshead, Leeds, and Sheffield last September and October. A woman in Darlington reported a man in a white rental van who approached her while driving.
She took photos of the van, which helped police track him down. Rees was arrested, and his phone had videos of similar acts saved in a locked folder.
